On March 18th, the Department of Agriculture and Rural Affairs of Sichuan Province held a promotion conference for the province's ecosystem building and supply chain strengthening for the province’s “1+1+8” Hundred-Billion-Yuan Industrial System Jiang Gang, Director of the Provincial Rural Work Office, Party Secretary and Director-General of the Provincial Department of Agriculture and Rural Affairs, attended the meeting and delivered a speech. Chen Lan, Second-level Inspector of the Department of Economy and Information Technology, and Zhang Gecheng, Chief Engineer of the Provincial Forestry and Grassland Bureau, respectively arranged and deployed the annual key work of the seasoning industry chain and the forestry and bamboo industry chain. He stated that as a leading enterprise in the Sichuan pig industry chain, Dekon Group will continue to leverage the "One Hundred Villages, One Million Farmers" project as a key driver to engage cooperative farmers and upstream and downstream partners, work jointly with farmers to promote the ecosystem building and industry chain strengthening of Sichuan's pig industry, and actively contribute to the modernization of agriculture in Sichuan Province.
At the meeting, it was noted that the implementation of the "1+1+8" characteristic agricultural industrial ecosystem building and supply chain strengthening is not only a major initiative by the provincial party committee and government to accelerate the development of a modern industrial system with Sichuan's unique characteristics and advantages, and to cultivate new, high-quality productive forces based on local conditions, but also a pivotal entry point for promoting high-quality development in Sichuan's agriculture and rural areas. The agricultural and rural system across the province should raise awareness, fully recognize the importance of building a modern agricultural industrial ecosystem and strengthening the supply chain, grasp the key development directions, accelerate the creation of an integrated industrial system that connects upstream and downstream sectors, ensures seamless coordination across all parts of the industry, improves the quality, efficiency, and level of the industrial chain, and enhances its resilience.
It was also emphasized at the meeting the need to focus on stabilizing the foundation while promoting transformation, with the main objectives of "optimizing the structure of the primary industry, expanding the growth of the secondary industry, and strengthening the brand of the tertiary industry." It also called for the deep implementation of the "six major projects," "five key actions," and "four major plans," with the goal of building a trillion-level animal husbandry industry. The focus should be on strengthening the industrial chain and creating brands. In accordance with the overall layout of "One Core, Four Leads, Three Zones, and Eight Chains," efforts should be made to accelerate the enhancement of the "Sichuan Grain and Oil" industry’s comprehensive competitiveness and strive to build a 500-billion-yuan grain and oil industry. We need to focus on leveraging unique characteristics and promoting integration. Through strengthening the leading industries and enhancing supply chains, we will explore new products and create new markets, promote the integration of the production supply chain, deep processing chain, brand value chain, and support service chain, and strive to build eight hundred-billion-yuan characteristic industries, including vegetables, tea, fruits, food as medicine, sericulture, aquaculture, forestry and bamboo, and seasonings.
The meeting emphasized the importance of implementing the "1+1+8" hundred-billion-yuan industrial ecosystem development and supply chain strengthening initiative. This initiative is a critical task for advancing Sichuan's transformation from a major agricultural province to a strong agricultural province, both now and in the future. Local governments must strengthen organizational leadership, provide planning guidance, drive key projects, nurture main industries, and ensure the availability of necessary resources. It is essential to properly address the "four key relationships": the active role of the government and the effective functioning of the market, the main carriers and coordinated development areas, leading industries and supporting industries, and small farmers and large-scale industries, ensuring the successful implementation of all tasks.
